Yes.

Gisa and Geralf don’t set up any alternate cost for the zombie you cast from your graveyard, so you can pay any available cost to cast it, such as the 0 from Rooftop Storm. (Rooftop Storm also doesn’t specify where the zombies can be cast from, so it can apply to any zombie creature spell you cast.)
